The 2024 Priorities Survey is now open.  In addition to this email all registered voters in the Blowing Rock district will receive a postcard with a QR Code link to the survey.  The draft is now at the printer and will be mailed in the next week.  You can also access the survey on our website by clicking here:

The Blowing Rock Civic Association is a community-based nonprofit providing information and advocating for the interests of property owners in the Town of Blowing Rock. This is why we are reaching out to you.
 
2024 will be a pivotal year for you and your property interests in Blowing Rock. A bond referendum to support various public projects will likely be on the ballot in November 2025 with planning already underway.  Town Council has recently adopted the ambitious 2024 update to its comprehensive plan.  Let us know your current top three topics of interest using the list below or adding your own topics:

  • Ambulance arrival time improvement to national norm (9 minutes, 90% of the time)
  • Creation of a storm water management utility (for an additional monthly charge on your water bill estimated at $5/month)
  • Protection of neighborhoods from short term rentals
  • Sewer connectivity for town residents currently on septic systems
  • Downtown development code update to include preservation of Main Street character, green space and conforming to existing surrounding development in scale and appearance
  • Capital spending priorities for the Town (for example, water and sewer line replacements (beyond the 2024-25 Main Street project), Memorial Park and Broyhill Park repairs and improvements, underground utilities)
  • Additional parking facilities in or near downtown commercial district
  • Increased property taxes
  • Other (please specify)

2024 Second Primary Election

A second primary will take place on May 14, 2024, for the following contests:

  • Republican nomination for lieutenant governor:
    • Hal Weatherman
    • Jim O’Neill
  • Republican nomination for state auditor:
    • Jack Clark
    • Dave Boliek
  • Early Voting Sites

In-person early voting for the May 14, 2024, second primary election begins Thursday, April 25, and ends at 3 p.m. on Saturday, May 11. Early voting sites and schedules are available at the Early Voting Site Search. Locations and voting hours are also available at Early Voting Sites for the May 14, 2024 Election (PDF).

Dates and Deadlines

Here are voter dates and deadlines for the 2024 second primary election in North Carolina:

  • April 25, 2024: In-person early voting begins.
  • May 7, 2024: Absentee ballot request deadline (5 p.m.).*
  • May 11, 2024: In-person early voting ends (3 p.m.).
  • May 14, 2024: Election Day.
  • May 14, 2024: Absentee ballot return deadline (7:30 p.m.).*

*Voter registration and absentee voting deadlines are different for military and overseas citizen voters.

Downtown Development Subcommittee


The subcommittee has been reconvened to review and consider updates to downtown code & development standards.  Our first meeting is this afternoon at 1:00 PM at the Town Hall Council Chambers.  Members include representatives from Council, Planning Board, Developers, Real Estate, and Citizens.

There was a very brief discussion about the Green Hill Communication Tower and an update on the current Water & Sewer Project.  They reported to be on schedule with five-months remaining in the contract term.
